You might have been following and reading about PM's 5-nation visit tour, and I wanted to take a closer look at this, and therefore I have written this article.
Last month, between 15 and 20 May 2026, Prime Minister Narendra Modi completed a six-day tour of five countries: the United Arab Emirates, the Netherlands, Sweden, Norway, and Italy. He began in Abu Dhabi and ended in Rome. This was not just a series of meetings and ceremonies. It was a planned effort to strengthen India's position in energy security, technology trade, and global partnerships.
From a public policy perspective, these visits are important because they bring real results that affect people's lives, such as more stable energy supplies, new jobs in high-tech areas, foreign investments, and better access to advanced technology. Let us go through what happened in each country in simple language and see what it means for India and the partner countries.

United Arab Emirates, 15 May 2026
In Abu Dhabi, Modi met UAE President Sheikh Mohamed bin Zayed Al Nahyan. Both sides noted that trade between India and the UAE crossed 100 billion dollars for the first time in the 2025 26 financial year. They set a new target to reach 200 billion dollars by 2032.
Key agreements included ADNOC agreeing to store up to 30 million barrels of crude oil in India's strategic petroleum reserves. This gives India a backup supply if there are disruptions in global oil markets. There was also a long-term LPG supply arrangement. A framework for defence cooperation in manufacturing and technology was signed. An agreement between India's C DAC and UAEs G42 was reached to build an 8 exaflop AI supercomputer in India. This will help Indian scientists and companies work on artificial intelligence.
A ship repair cluster project in Vadinar Gujarat, was also announced.
Why does it matter for public policy?
Energy security helps keep fuel and cooking gas prices more stable for ordinary citizens. The AI supercomputer supports India's push for self-reliance in new technology.
The Netherlands, 16 to 17 May 2026
Modi met Dutch Prime Minister Rob Jetten. The two countries agreed on a roadmap to work as strategic partners. The biggest highlight was the deal between Tata Electronics and ASML. ASML will provide advanced machines for a new 11 billion dollar semiconductor factory in Dholera, Gujarat.
Other outcomes covered water management projects, like interest in Gujarat's Kalpasar green hydrogen cooperation training centres for flowers and dairy, and the return of historical Chola era copper plates to India.
Policy importance Making computer chips in India will create thousands of skilled jobs and reduce dependence on imports for phones cars defence and electronics. Dutch expertise in water and green energy helps India tackle farming and climate challenges.
Sweden, 17 to 18 May 2026
In Gothenburg, Modi met Prime Minister Ulf Kristersson. Relations were upgraded to a full strategic partnership with a joint action plan for 2026 to 2030 covering trade defence, AI space, and clean energy. Both leaders also wrote a joint article on their shared vision.
In a special ceremony, Crown Princess Victoria conferred on PM Modi, Sweden's highest honor, the Royal Order of the Polar Star Degree Commander Grand Cross.
Why does this help policy?
Sweden's strengths in green technology and innovation complement India's manufacturing scale. It opens doors for cleaner energy projects and research collaboration that can benefit Indian industries and the environment.
Norway, 18 to 19 May 2026
This was a historic visit, the first by an Indian Prime Minister to Norway in 43 years since 1983. Modi met Prime Minister Jonas Gahr Støre and King Harald V, who awarded him the Grand Cross of the Royal Norwegian Order of Merit.
Ties were elevated to a Green Strategic Partnership. Norway joined India's Indo-Pacific Oceans Initiative. Indian research institutions signed agreements on floating offshore wind energy,, carbon capture technology and ocean science. The visit also connected with the India-EFTA trade agreement for investments and jobs.
Policy Angle
Norway's expertise in green energy and polar research supports India's clean energy goals and creates new opportunities in sustainable industries.
Italy, 19 to 20 May 2026
In Rome, Modi met Prime Minister Giorgia Meloni. Relations were upgraded to a Special Strategic Partnership. They set a target of 20 billion euros in bilateral trade by 2029 and declared 2027 as the Year of Culture and Tourism between India and Italy.
Important agreements included a defence industrial roadmap for joint production of helicopters and naval equipment. Cooperation on critical minerals and e-waste, recycling was agreed. Support for the India Middle East Europe Economic Corridor IMEC was discussed. Easier mobility for Indian nurses and Italian help in developing the National Maritime Heritage Complex in Lothal, Gujarat, was finalised.
Public policy benefit
Stronger European ties improve trade and connectivity. Defence co-production creates jobs and builds domestic capability. Cultural and tourism exchanges bring long-term people-to-people connections.
What Multiple Countries Gain?
India gets investments, technology transfers, energy security, and a higher global standing. UAE secures a long-term energy partner and investment opportunities in India's growing economy. The Netherlands finds a large market for its chip-making technology and water expertise. Sweden and Norway gain access to India's market for green tech research and defence cooperation. Italy benefits from increased trade and cultural exchange, and a role in major connectivity projects.
In short, it is a win-win through practical cooperation rather than one-sided deals.
What Can Be Expected in the Near Future?
In the coming months and years, many of these agreements are expected to move into action. Construction on the Dholera semiconductor plant is likely to progress. The AI supercomputer project may start taking shape. Trade figures with these countries should continue rising. New investments in green hydrogen defence and critical minerals can be announced. Follow-up meetings and working groups will track implementation.
For common citizens, this can translate into more job opportunities in technology and manufacturing sectors, more stable energy supplies, and India becoming better prepared for a future economy driven by chips, AI, and clean energy. On the global stage, these partnerships make India a more reliable and attractive partner for bigger negotiations such as the India-EU trade agreement.
